Resumen en lenguaje sencillo
Metro sets goals and progress measures for regional homeless services
Metro adopted final goals and measures for its Supportive Housing Services program, the regional tax-funded homeless services program run with Clackamas, Multnomah and Washington counties. The goals include shortening how long people are homeless, speeding up housing placements, and having 85% or more of people placed in housing stay housed at 12 and 24 months. It also tracks things like shelter use, street outreach results, evictions, rents and state and federal funding, with a regional dashboard updated every three months.
Decision: Passed, 4 to 1. Mary Nolan voted no; Duncan Hwang and Miles Palacios were absent.
Who it affects: People experiencing or at risk of homelessness in the three-county region, and the agencies and workers who serve them.
Next: Metro will share updated details for the street outreach and staff turnover measures after more staff work with the counties. The next staff survey is planned for summer 2027.

Appendix to Final Goals, Key Performance Indicators, and Key Environmental
Indicators for Metro Council adoption
This appendix document provides a high-level overview of supporting information for each
Goal, Key Performance Indicator (KPI) and Key Environmental Indicator (KEI). A reference
table for the Positive Destinations category is also included at the end of the document.
This appendix was updated following the Committee’s passed amendments to the final
Goals, KPIs and KEIs on September 9, 2026.
Goals
Goal 1: Reduce the length of time people experience homelessness.
Outcome: Reduce the average length of time people are enrolled in a homeless program
(outreach and shelter).
What is measured Additional information
The number of days enrolled in a
homeless program reduces.
Includes Emergency Shelter and Street
Outreach.
Goal 2: Increase efficiency and effectiveness in housing placements and service
connections.
Outcome (2a): Increase percentage of households exiting shelter programs who achieve
a positive destination.
What is measured Additional information
The number of households exiting
shelter to positive destination increases.
Includes Emergency Shelter and
Transitional Housing. Full list of positive
destinations included below.
Outcome (2b): Reduce the median length of time from household enrollment in a
housing program to housing placement.
What is measured Additional information
The number of days from enrollment
to housing reduces.
Measured by Permanent Supportive
Housing and Rapid Re-housing.

Goal 3: Ensure housing stability and retention for people placed in housing.
Outcome (3a): 85% or more of households housed through Permanent Supportive
Housing, Rapid Rehousing and Housing with Services remain housed at 12 and 24
months.
What is measured Additional information
Exit Destination is blank, or Exit
Destination is a Permanent Housing
Destination
This goal tracks retention for only SHS
funded programs. This is measured
differently than the federal housing
retention system performance measure as
Metro does not currently have access to
comprehensive system-wide data for
placements made outside of SHS funding.
Outcome (3b): The rate of return to homelessness from Permanent Supportive Housing,
Rapid Rehousing and Housing with Services will not exceed 15% within 12 months.
What is measured Additional information
Exit Destination is a Homeless Destination This goal tracks retention for only SHS
funded programs. This is measured
differently than the federal housing
retention system performance measure as
Metro does not currently have access to
comprehensive system-wide data for
returns to homeless captured outside of
SHS funding.
