Secondhand dealer permit fees rise to $450, occasional category ends

This changes city rules for secondhand dealers, such as pawn shops, music stores, sporting goods shops and jewelry buyers. It raises the yearly permit application fee to $450, ties it to inflation each year, and ends the cheaper "occasional" dealer category so all dealers get one permit type. It also spells out what a permit application must include and requires an application with a fee both for a new permit and at each yearly renewal.

Decision: Moved forward to a second reading with changes. No vote count was given.
Who it affects: About 105 permitted secondhand dealers in Portland, including 34 "occasional" dealers who will pay much more than before.
Money: The yearly permit application fee becomes $450, down from a first proposal of $600. The fee will rise with inflation each year. Prices have gone up 37% since fees last changed in 2013. The fees help pay for the city staff position that runs the program.
Next: Second reading on October 21, 2026 at 6:00 pm. If passed, the rules take effect January 1, 2027.

Higher permit fee and one permit type for secondhand dealers

Secondhand dealers, such as pawn shops, music stores, sporting goods shops and jewelry buyers, need a city permit, which the city uses to help keep stolen goods from being sold. This change sets the yearly permit fee at $450, ties it to inflation each year, and ends the cheaper "occasional" dealer category. It also spells out what a permit application must include, both for a new permit and for each yearly renewal.

Decision: Passed with changes, 12 to 0.
Who it affects: About 105 secondhand dealer businesses in Portland, including 34 "occasional" dealers who will now pay the same fee as full-time dealers.
Money: The yearly application fee will be $450, down from a first proposal of $600, and it will rise with inflation each year. Prices have gone up 37% since the fee last changed in 2013. The fees pay for the city staff position that runs the program.

Full title
Amend Secondhand Dealers Code to strengthen compliance requirements and update program fees (amend Code Chapter 14B.90)
Status
Passed
Document number
2026-327
Introduced by
Councilor Steve Novick
City department
Revenue Division
Requested council date
October 21, 2026
Purpose and background
The proposed legislation makes several housekeeping changes such as what information a permit application should include, that an application is filed for both an initial permit and at each annual renewal, and that the application includes a fee. It updates the application fee, currently set by administrative rule, for inflation and adds an annual inflation indexing factor and eliminates the "occasional" secondhand dealer category.
Financial and budgetary impacts
This ordinance is submitted as part of an overall package of ordinances to update the regulatory programs administered by the Office of the Chief Financial Officer, Revenue Division, and ensure adequate funding for the current position performing the regulatory work. The package adjusts applicable fees and charges, adding an inflationary adjustment to support the programs that continue.
Economic and real estate impacts
Notices were sent to the addresses and emails listed for each permit holder with information about the proposed changes, the public comment period, and a link to the website where they could learn more and provide comment. The public comment period was open for one month with limited feedback received. In addition to mailed and emailed notifications sent to operators, a virtual roundtable meeting was hosted by Councilor Novick on Teams and attended by multiple secondhand dealer owners/operators. During the meeting they shared that they had concerns related to non-registered businesses, CPI indexing, and cost of permit increases. In response, the fee was reduced from a proposed $600 to $450. The need for a single permit type and fee is reasonable because each type of permit requires the same amount of work from the program manager. The increase in the fee is reflective of the increase in CPI and the amount of time spent administering the program. Looking at west coast municipalities and jurisdictions that are similar to Portland in both culture and size, this is there are varied fee schedule ranging from $50 to $3775. We do not expect these increases to substantially impact the ability of these businesses operate. These businesses are spread across the city of Portland and it is not expected to impact any District disproportionately.
Community impacts and community involvement
This legislation will increase the annual permit application fee for secondhand dealers to account for inflation, which has not been updated for a significant period of time. While there are very few "occasional" secondhand dealers, the elimination of that subcategory will result in a substantially larger impact on the fees that category previously paid. However, occasional secondhand dealer permit applications utilize the same level of resources as a full-time secondhand dealer permit application. Notices were sent to all impacted permit holders. An additional email was sent from Councilor Novick inviting impacted permit holders to a virtual town hall. Three permit businesses attended, and their feed informed a decrease in the fee increase as well as additional future improvements to the administration of the program.
100% renewable goal
Not applicable.
Полный текст
The City of Portland ordains. Section 1. The Council finds: Purpose of the Secondhand Dealer program is to regulate certain business activities that present an extraordinary risk of being used by criminals to dispose of stolen property. Secondhand Dealers can include, but are not limited to, pawn shops, music stores, sporting good shops, and jewelry buyers. Secondhand Dealers accounted for 34% of Regulatory Program revenue in the 2024-2025 fiscal year. There are approximately 105 open Secondhand Dealer accounts, of which 34 are considered to be, "occasional." Regulatory activities for "occasional" secondhand dealers require the same time and effort as for fulltime secondhand dealers. There has been a 37% Consumer Price Index increase since permit fees were last changed in 2013. Currently, there is no fee to recoup expenses for Portland Police Bureau background checks for employees of permitted Secondhand Dealers. NOW, THEREFORE, the Council directs: Amend City Code Chapter 14B.90 as shown in Exhibit A. This Ordinance shall be in full force and effect January 1, 2027.
