ISSUE STATEMENT
Resolution No. 26-5636 appoints Laura Golino de Lovato to fill the remainder of
Angela Martin’s term to represent the Housing/Homeless Services Coalition seat
on the Supportive Housing Services Regional Policy and Oversight Committee
(“SHS RPOC” or “Committee”).
Additionally, this staff report serves as formal notice to Metro Council that Mayor
Keith Wilson has appointed Councilor Eric Zimmerman to serve as the alternate for
the City of Portland’s seat on the Committee.
Committee membership
The Committee currently consists of 22 members. However, Ordinance No. 26-1547 added
a seat for a homeless services expert representing American Indian/Alaska Native, tribal,
and urban Indigenous communities. The Metro Council adopted Ordinance No. 26-1547 on
July 2, 2026, and the ordinance will take effect on September 30, 2026. Upon its effective
date, the ordinance will increase the total number of SHS RPOC members to 23.
Of the 23 members, 12 are appointed by other governing bodies, and 11 are appointed by
the Metro Council President and confirmed by the Metro Council. The 23 members include:
• 11 voting elected officials;
• 9 voting non-elected members; and
• 4 non-voting non-elected members.
This resolution pertains only to the Housing/Homeless Services Coalition seat, which was
held by Angela Martin of HereTogether through August 2026. Angela stepped down from
HereTogether in August 2026. Laura Golino de Lovato, a HereTogether board member and
coalition chair, was appointed by President Gonzalez to fill the Housing/Homeless Services
Coalition seat vacated by Angela.

BACKGROUND
Laura Golino de Lovato is a long-term HereTogether board member and chair of the
organization’s advisory committee. Along with her HereTogether board service, Laura is
the Executive Director of Northwest Pilot Project (NWPP), a nonprofit organization
providing housing assistance, transportation, and advocacy to very low-income seniors
in Multnomah County, which receives SHS funding. In this role she is responsible for
ensuring that the organization meets its mission: to offer opportunities for a life of
dignity and hope to very low income seniors in Multnomah County by solving housing
and transportation needs. Laura’s work includes advocacy activities which are critical to
achieving that mission as NWPP is the voice of many low and very low-income seniors,
all of whom are renters.
Laura has over 35 years of fundraising and nonprofit management experience, providing
leadership in fund development, strategic planning and community engagement. She
worked at Oregon Food Bank prior to joining NWPP in October 2016. She is currently on
the boards of PDX Jazz and Here Together, as well as the Community Advisory Committee
of Multnomah County’s Homeless Response System. She served as a Commissioner on the
City of Portland’s Rental Services Commission, and as Co-Chair on the Multnomah County
Continuum of Care board. Laura holds a Master’s degree in Library and Information
5
Science from Simmons College, Boston. She values social justice and peace, inclusive
communities and animals. She lives south of Portland with her husband and their Golden
