Резюме простым языком

Portland updates its fire safety rules to match new state code

This updates Portland's fire safety rules to follow the 2025 Oregon Fire Code, which is based on the 2024 International Fire Code. Portland runs its own fire rules, so the city must adopt the state code itself, with some local changes and clearer wording. Because it is an emergency ordinance, it takes effect right away instead of after the usual waiting period.

Decision: Passed with a technical amendment, 12 to 0.
Who it affects: People and businesses in Portland that must follow fire safety rules, though the city expects little impact on residents.
Money: The city budget office expects no cost.
Next: Took effect as soon as council passed it.

Purpose and background
Portland Fire & Rescue (PF&R) is responsible for administering fire regulations within its jurisdictional boundaries, and, as an entity that exists under the authority of the Oregon Fire Code, must adopt its own unified code language. It is the intention of this ordinance to urgently update the City's Title 31 Fire Regulations based upon the State of Oregon most recently adopted 2025 Oregon Fire Code for the purpose of facilitating the regulation and governing of the City's Fire and Rescue bureau.
Financial and budgetary impacts
CBO anticipates no cost associated with this ordinance, nor any negative budgetary impacts.
Economic and real estate impacts
Not applicable.
Community impacts and community involvement
This legislation should have minimal community impact. The State Fire Marshal has designated Portland as an exempt jurisdiction, making PF&R responsible for administering the State and International Fire Codes; therefore, there has been no community involvement. The purpose of this legislation is to adopt the Portland Fire Code based on the Oregon Fire Code and the International Fire Code.
100% renewable goal

Полный текст
The City of Portland ordains. Section 1. The Council finds: The City of Portland is designated by the Oregon Fire Marshal as an exempt jurisdiction; therefore, Portland Fire & Rescue (PF&R) is responsible for administering fire regulations within its jurisdictional boundaries. The State of Oregon has adopted the 2025 Oregon Fire Code based on the International Fire Code, 2024 edition. The Portland Fire Marshal believes the Oregon Fire Code and International Fire Code with certain exceptions, provides adequate regulation, that its adoption will have little impact to the citizens of Portland, and there is benefit to having a uniform regulatory environment throughout the State. The Portland Fire Marshal believes that readers of the adopted fire code would benefit by rewording and reformatting selected text. NOW, THEREFORE, the Council directs: Amend City Code Title 31 Fire Regulations as shown in Exhibit A. Adopt City of Portland amendments to the Oregon Fire Code as shown in Exhibit B. Amend Code Section 24.10.080 to conform to Title 31 Fire Regulations as shown in Exhibit C. Section 2. The Council declares an emergency exists because it is necessary to urgently update the City's Title 31 Fire Regulations based upon the State of Oregon most recently adopted 2025 Oregon Fire Code for the purpose of regulating and governing the safeguarding of life and property from fire and other hazards; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
