Plain-language summary
Metro elected officials will be paid every two weeks, like staff
Metro's eight elected officials, the council president, councilors and auditor, are now paid twice a month, while all other Metro workers are paid every two weeks. This change puts the elected officials on the same every-two-weeks schedule. Their pay amounts do not change; the goal is to cut a separate manual payroll process before Metro switches to new finance and HR software called Workday in 2027.
Decision: Passed, 7 to 0.
Who it affects: Metro's eight elected officials and Metro's payroll staff.
Money: No change to how much elected officials are paid.
Next: Metro plans to launch the new Workday software by July 1, 2027.

ORDINANCE NO. 26-1548
Introduced by Chief Operating Officer
Marissa Madrigal with the Concurrence of
Council President Juan Carlos González
WHEREAS, all Metro employees are currently paid biweekly (i.e., every two weeks); and
WHEREAS, biweekly payroll is generally recognized as a best practice which facilitates the
efficient operations of an organization’s payroll system; and
WHEREAS, all Metro elected officials are paid semi-monthly (i.e., twice a month) in accordance
with Metro Code Section 2.01.170(a); and
WHEREAS, semi-monthly payroll for Metro elected officials necessitates a separate manual
process which is known to lower organizational efficiency and increase the risk of errors; and
WHEREAS, Metro is currently planning for the adoption of a new financial and human resources
software platform called Workday in 2027 and desires to reduce manual processes to support Workday’s
implementation; and
WHEREAS, the Metro Council desires to support this effort by harmonizing the payroll schedule
of Metro elected officials with that of Metro employees; now therefore,
THE METRO COUNCIL ORDAINS AS FOLLOWS:
Metro Code Section 2.01.170(a) is amended to remove the requirement that the salary for elected
officials be divided into 24 equal payments, as set forth in the attached Exhibit A and
incorporated herein by reference.
ADOPTED by the Metro Council this 1 st day of October 2026.
