School board responds to audit of school construction bond spending
An outside audit of Portland Public Schools' construction bond program made ten recommendations to the school board. A bond is money voters approve for building and repairing schools, paid back through property taxes. In its draft answers, the board agrees with all ten, including hiring an extra internal auditor paid with bond money, yearly reviews of bond spending, clearer rules for how board members oversee the bond, and posting answers to board members' unanswered questions online.
Decision: The board was scheduled to vote on this resolution at its September 29, 2026 special meeting. The result will be in the minutes.
Who it affects: Taxpayers who pay for school bonds, and families and staff whose school buildings are built or repaired with bond money.
Money: An additional auditor with bond program expertise would be hired and paid for with bond funds; no dollar amount is given.
Next: Responses go to the auditors by October 1, 2026. The final audit is expected to be made public October 6, 2026, and presented to the board October 20, 2026. Most changes have a target date of June 2027.

controls in place are functioning as intended. The Board expects Phase 1
implementation to be in place by January, 2027.
Phase 2: Develop a long-term implementation plan for this recommendation that
includes the hiring of an additional auditor with capital delivery and bond program
audit expertise (to be funded with bond funds).
The assigning of this responsibility to OIPA is effective immediately, however the full
implementation of this recommendation will depend on budget availability and the hiring
process. As a result, we have identified June 2027 as the target implementation date.
Recommendation 29: Incorporate elements of fiscal responsibilities and accountability into the
Board’s upcoming 2027 strategic plan and vision to memorialize board fiscal responsibilities for
