Appoint alternate members to the Community Board for Police Accountability
- Document number
- 2026-375
- Introduced by
- Mayor Keith Wilson Councilor Sameer Kanal
- City department
- Office of Community-based Police Accountability
- Requested council date
- October 29, 2026
- Purpose and background
- This legislation appoints one alternate to the Community Board for Police Accountability (CBPA). This is the appointment of Robert Weinstein who the City Council previously appointed as an alternate, but who was removed after declining to sign the Non-Disclosure and Confidentiality Agreement. Through settlement of pending litigation, the City has agreed to modify the Non-disclosure and Confidentiality Agreement for the CBPA, and Mr. Weinstein has agreed to sign the revised agreement. This fills one of five open alternate spots. It is also consistent with the instruction to administrative staff in Resolution 37737 for re-evaluating previous applicants to provide Council with options to appoint previous applicants as alternates. The CBPA has 21 members and 6 alternate positions; following this legislation, all 21 members and 2 of 6 alternates will be filled.

Mr. Weinstein was previously selected among that pool as an alternate. Reappointing Mr. Weinstein as an alternate will not fundamentally change the impact of the CBPA's membership and structure.

WHEREAS, the City Administration engaged in negotiations with Mr. Weinstein to resolve the lawsuit and avoid the expense and inconvenience of litigation; and
WHEREAS, the City Administration has reached a negotiated settlement with Mr. Weinstein that includes utilization of an updated non-disclosure agreement, public posting of certain CBPA trainings, and recommendation by the City Administration to City Council for Mr. Weinstein's reappointment to his prior position as alternate member of the CBPA. The negotiated settlement outlining these terms and others is set forth in Exhibit A ("Settlement Agreement"); and
WHEREAS, the Settlement Agreement is only effective upon City Council reappointing Mr. Weinstein to his prior position.
NOW, THEREFORE, BE IT RESOLVED that Council appoints Robert Weinstein to a term as alternate member of the Community Board for Police Accountability with a term ending February 10, 2029.
