The City of Portland ordains. Section 1. The Council finds: On January 15, 2025, City Council passed Emergency Ordinance No. 192021, amending Portland City Code Chapter 3.02. Directive C. of Emergency Ordinance No. 192021 directs the Council President to ensure that a proposal to replace or extend Chapter 3.02 is placed on the Council agenda no later than October 31, 2025. Since the adoption of Emergency Ordinance No. 192021, the Council has continued to evolve in its structure and operations, including the establishment of eight policy committees, the abolition of those committees and establishment of five new policy committees, and the adoption of additional rules. Beginning with a committee hearing on February 9th 2026, Council considered amendments to Portland City Code Chapter 3.02 proposed in Document 2026-056. On April 23rd, 2026, Council referred Document 2026-056 from Council back to Committee, after which the item was not further considered for over five months. Since the referral of Document 2026-056 to committee, Council organization and procedure has continued to develop beyond what was contemplated in that proposed Ordinance. In light of these organizational developments, the Council finds it necessary to terminate deliberations on Document 2026-056 and newly move to amend City Code Chapter 3.02 to maintain its relevance, ensure consistency with the Council's current structure and procedures, and promote the efficient and orderly conduct of Council business. NOW, THEREFORE, the Council directs: Amend City Code Chapter 3.02 as shown in Exhibit A. Document 2026-056 is placed on file. Council affirms that Council Rules are set by Code adopted in this Ordinance and rules adopted in accordance therewith.
